Tallis Atlas

I wonder if anyone who has a copy of Phillips or something similar can help ...

I have a Tallis atlas with only the title page and a gazetteer. No table of contents or list of plates. The plates match the list in the gazetteer at the back, but it has only 70 maps (no town plans) and most editions of this volume have 80 or 81. The Mexico map appears to be an early state, with the gold regions highlighted and there are good, detailed maps of the regions of Canada and Australia. There is no Central America map.

What I am trying to determine is whether this atlas is complete and when it was published. Does anyone have any knowledge of an edition published with only 70 maps?
